Abstract Description :

This research will explore institutional change and delve into the dynamics of digital transformation within higher education institutions (HEIs) in the Western Balkans countries, with a narrower focus on Kosovo as the youngest country in the region. Unlike other studies, the research focus extends beyond just looking at technology adoption. Instead, the goal is to unfold the complex interactions between policy, leadership, and stakeholder engagement to offer a thorough understanding of the opportunities and challenges that come with the digital transformation of HEIs.

  • To identify resistance factors faced by higher education institutions in the Western Balkans in implementing digital transformation.
  • To understand the impact of existing policies and strategies, including the Education Strategies, the national Digital Agendas, the ICT Development Policies, and European strategies related to digitization processes, on the digitalization of higher education institutions in the region.
